Under the contract with the Baltimore Teachers Union, City Schools teachers can take control of their careers and grow within a system of career pathways and salary intervals. The Joint Governing Panel (JGP) or “Teacher Career Pathways Team” administers this system under the direction of the Joint Oversight Committee (JOC). The JOC is comprised of five BTU leaders and five district leaders.
